SYNOPSIS
    UnlockLayerInfo( li )

    void UnlockLayerInfo( struct layer_info *);

FUNCTION
    After the operation is complete that required a locklayerinfo,
    unlock the LayerInfo structure so that  other tasks may
    affect the layers.

INPUTS
    li - pointer to the layer_info structure
